I welcome today's release of Paul Rusesabagina by the Government of Rwanda. It is a relief to know that Paul is rejoining his family, and the U.S. Government is grateful to the Rwandan Government for making this reunion possible. We also thank the Government of Qatar for their valuable assistance that will enable Paul's return to the United States.

The United States believes in a Rwanda that is peaceful and prosperous. We reaffirm the principle of seeking political change in Rwanda and globally through peaceful means. There is simply no place for political violence.  I thank those across the U.S. Government who have worked with the Rwandan Government to enable this outcome.

China Pitches Its JF-17, J-10 Fighter Jets To Congo; Looks To Further Boost Its Economic & Security Ties With Africa

China is reportedly offering to export the JF-17 Thunder multirole combat aircraft to the Democratic Republic of the Congo, a sign of the rising sale of Chinese weapons in sub-Saharan Africa. 

A high-ranking group from the Chinese aerospace firm CATIC (China National Aero-Technology Import & Export Corporation) and members of the People's Liberation Army recently flew to Kinshasa.

The mission of the visit was to persuade the president of the Democratic Republic of the Congo to procure several JF-17 Thunder multirole combat aircraft jointly designed and developed by China and Pakistan. 

The JF-17 Block III model is equipped with advanced avionics, flight control systems, and an active electronically scanned array (AESA) radar, among other enhancements.

The offer attempts to meet the ambitions of Congolese President Felix Antoine Tshisekedi Tshilombo, who wants to strengthen the air force division of the DRC Armed Forces (FARDC). 

The Pakistan Aeronautical Complex (PAC) and China's Chengdu Aircraft Corporation (CAC) jointly designed and produced the JF-17 Thunder lightweight multirole combat aircraft. 

The DRC's Air Force is currently armed with several Soviet-era Sukhoi Su-25s. In January, one of these Su-25s was shot by a man-portable air defense system (MANPADS) but landed safely at Goma's airstrip. 

The DRC blamed Rwanda for the attack and accused it of supporting the M23 (March 23 Movement) rebellion.

Besides the JF-17, the Chinese team reportedly also offered the J-10 multirole combat aircraft to DRC. However, these fighter jets are "much more expensive." Pakistan currently has both JF-17 and J-10C fighter jets in service.  

China's J-10, also known by its NATO reporting name "Firebird" or its Chinese designation "Vigorous Dragon," was Beijing's first attempt at designing and manufacturing a fourth-generation fighter on a domestic level.

According to the reports, FARDC has already inked a deal with China Aerospace Science and Technology Corporation (CASC) to acquire nine CH-4 Male (Medium Altitude Long Endurance) combat and surveillance drones.

Chinese Expanding Arms Sales To Africa

In the last few years, China has strengthened its economic and security ties with Africa, selling more armaments to sub-Saharan Africa (SSA) nations than its rival, the US. 

As per a recent report by the Atlantic Council, a think tank in Washington DC, China's share in the total arms exports to sub-Saharan African nations was 22% of the US$9.32 billion between 2010 and 2021. 

Chinese sales of arms to the Sub-Saharan African nations, valued at US$2.04 billion, ranked second after Russia and were almost three times higher than the US exports to the region.

The majority of the share went to just five African nations where China has made significant investments in the Belt and Road Initiative. 

For instance, Nigeria, which spent $4.5 billion on its military in 2021 and is currently embroiled in a fight against Islamic insurgency, bought 34.4% of its weapons from China. Russia accounted for over 6%, and the United States just over 2%.

According to researchers at the Atlantic Council, this trend is projected to continue. Nigeria is being forced to seek alternatives by US sanctions against several Russian defense contractors. 

As ties strengthen between China and Nigeria, Beijing has surpassed Moscow in weaponry exports to Abuja for the last two years. The report noted that China is undoubtedly the preferred alternative. 

Although it has been widely reported that China primarily exports small weapons to Africa, the recent report stated that Beijing has begun sending more sophisticated weapons to Nigeria, underscoring the Asian giant's geopolitical calculations in the region. 

One essential export item that African nations are keen to purchase is a Chinese-armed drone. Experts pointed out that Russia has nothing similar to China's armed drones. 

Armed drones are helpful in insurgency-like situations, which are common in Africa. African nations are negotiating with Beijing to buy them as the USA's export regulations, especially for armed drones, are stringent.

Also, Chinese arms shipments to Africa are fueled by their low cost, improving but often dubious quality, ease of operations, and low maintenance requirements.

Le Président de la République démocratique du Congo a dressé un bilan accablant de l'accord conclu entre la Grande-Bretagne et le Rwanda en matière d'immigration, qui, selon lui, a été conclu en échange du silence de Londres sur les exactions commises par le régime du président Kagame.

Felix Tshisekedi a décrit le dirigeant rwandais comme un dictateur criminel et sanguinaire. « Comment un pays aux grandes valeurs comme le Royaume-Uni peut-il faire des compromis avec de telles partenaires ? » a-t-il demandé alors que Suella Braverman se rendait au Rwanda pour finaliser l'accord sur le refoulement des immigrés clandestins.

Il a accusé la Grande-Bretagne de « fermer les yeux » sur les abus de Kagame, sur le bilan antidémocratique de celui-ci et les atrocités commises par son armée supplétive dans l'est du Congo, riche en minerais. Cette évaluation de Tshisekedi est diamétralement opposée à la description du Rwanda faite par la ministre britannique de l'intérieur qui qualifie ce pays-là « d'un modèle dans la région ».

Tshisikedi, âgé de 59 ans, s'est entretenu avec The Times dans son bureau de Kinshasa. Ses observations ont été faites dans le contexte d'une offensive menée par le groupe militaire M23. Les Nations-Unies affirment que ce groupe est lié au Rwanda et qu'il a pris le contrôle de plusieurs territoires à l'est de la RDC, menaçant de déclencher une guerre totale entre les deux États voisins sur la base des mêmes divisions ethniques qui ont conduit au génocide rwandais en 1994.

Le dirigeant congolais a demandé des sanctions contre le Rwanda qui, selon les États-Unis, l'Union européenne et d'autres pays occidentaux, soutient et arme le M23. Le groupe a été impliqué dans des viols massifs, des massacres arbitraires de civils et le pillage des richesses naturelles.

Au moins un demi-million de personnes ont fui leurs foyers depuis l'année dernière, période qui a vu une résurgence du groupe armé. Et pourtant le M23 fut battu il y a dix ans. « Il semble que l'accord sur l'immigration ait plus de valeur pour le Royaume-Uni que le soutien à la paix et à la stabilité en RDC », a déclaré Tshisekedi. Kagame a nié tout lien avec le M23 qui prétend protéger les tutsis congolais des hutus qui ont traversé en RDC après le génocide que les hutus ont commis en seulement 100 jours en 1994.

Le 23 mars 2009, le Congrès National pour la Défense du Peuple a signé un accord de paix avec le gouvernement de la RDC. Le M23 a été formé en avril 2012 lorsque près de 300 soldats ont fait défection contre le gouvernement de la RDC, invoquant les mauvaises conditions au sein de l'armée et le refus du gouvernement congolais de mettre en œuvre l'accord de paix de 2009. Kagame dirige le Rwanda depuis 1994 et a impressionné les bailleurs internationaux en apportant la stabilité dans ce petit État de l'Afrique de l'Est, tout en gardant une main de fer sur le pouvoir. En 2015, la constitution du Rwanda a été modifiée, permettant ainsi à Kagame de rester au pouvoir jusqu'en 2034.

Kagame a remporté la dernière élection présidentielle en 2017 avec 98 % des voix, selon les résultats officiels. Mme Braverman a déclaré qu'elle ferait part de ses préoccupations « en privé » à Kagame, mais a ajouté que les attitudes négatives à l'égard du Rwanda étaient fondées sur des « mythes ».

 Des rapports du groupe d'experts des Nations unies sur la RDC produits au cours de deux décennies ont impliqué le Rwanda dans la contrebande de minerais et de métaux précieux provenant du chaos qui règne dans l'est du Congo. Ces ressources se retrouvent sur le marché international, comme l'or et le colombo-tantalite, ou coltan, qui est utilisé dans la fabrication des téléphones portables. Le Trésor américain a récemment indiqué que plus de 90 % de l'or de la RDC « est acheminé en contrebande vers des États régionaux », dont le Rwanda, qui ne dispose pas de ressources naturelles significatives. Et pourtant cet or est raffiné au Rwanda et exporté vers les marchés internationaux.
