Paul Kagame flew to UK for Champions League match while national police told citizens to restrict activities including football

The president of Rwanda, whose police force has asked the country's people to restrict football-related activities during the 30-year anniversary of the Rwanda massacre, is facing questions after flying to the UK and watching Arsenal play Bayern Munich.

Paul Kagame visited on Tuesday 9 April to watch the Champions League match in north London. Before the match, he visited Rishi Sunak at No 10 Downing Street, after giving civil servants just a few days' notice of his visit. They discussed the UK's deportation deal, which aims to send asylum seekers to Kigali to be processed there.

The Rwanda national police's website tells Rwandan they should withdraw from celebratory and sporting events in the week after the 30th commemoration of the 1994 genocide, which took place on 7 April.

According to the website, "restricted activities during the commemoration week include projecting football matches, sports competitions, betting games, concerts, theatres and playing music not related to the commemoration; wedding and other mass celebrations".

A spokesperson for the Rwandan government has rejected the criticism, saying that the police website is "wrong" and does not reflect the Rwandan government's policy.

However, Victoire Ingabire Umuhoza, an opposition leader in Rwanda, said: "It is understandable that the people in Rwanda and abroad question the fact the president went to watch a football match during the period of mourning for the victims of the genocide against Tutsi – especially since the authorities here in Rwanda had issued directives during this period. It creates confusion among Rwandans," she said.

Kagame, 66, has been at the heart of Kwibuka, the Rwandan word for remembrance, which aimed to pay tribute to the more than 1 million men, women and children who were massacred over a 100-day period.

He has also been vocal of his support for Arsenal on social media, with his posts on X about the north London club dating back to 2011.

His country sponsors the Visit Rwanda sponsorship deal that covers Arsenal's men's and women's teams, as well as the tourist board's agreement with Bayern.

Home Office staff first learned of the visit five days before the match, sources said, while Downing Street regarded it as a surprise. "He was here to see the football and came in to see the prime minister to discuss a number of things including the Rwanda partnership including getting flights off the ground," one No 10 source said.

After the Downing Street visit, Kagame was seen being driven to north London by an entourage of cars, escorted by two police motorbikes.

Kagame was last re-elected as president of Rwanda in 2017, having first taken office in 2000. He was elected to serve his seventh term with 98.8% of the vote, according to the Rwandan National Electoral Commission. Human Rights Watch (HRW) said that the election "took place in a context of very limited free speech or open political space".

A number of key opposition figures have disappeared, or been murdered or kidnapped, inside and outside Rwanda. At least six Rwandans living in the UK have been given letters from special branch warning them that they face possible execution after they defied Kagame.

Kagame leads the Rwanda Patriotic Front (RPF) party, which has been credited with helping to defeat the civilian and military authorities responsible for the killing campaign.

A Rwandan government spokesperson said the police appeared to be basing their demands on old guidance, which had since been updated. "[The Rwandan police] misspoke when they put that guidance up. In the past, these have been the rules, but as the country has moved on so have the guidelines," the spokesperson said.

Il vint au Rwanda sous la couverture d'un séminariste du Diocèse de Kabale venu achever ses études au Grand Séminaire de Nyakibanda au Rwanda. C'est ainsi qu'il fut ordonné prêtre par le Pape Jean Paul II en septembre 1990 à peine un mois avant l'attaque du FPR. Le jeune faux-prêtre Antoine Kambanda demandera donc de ne plus retourner dans son Diocèse en Ouganda mais d'officier dans l'Archevêché de Kigali. C'est ainsi comme vicaire dans certaines paroisses des faubourgs de Kigali, il les transformaient en cachettees d'armes de guerre du FPR et de centres de recrutement pour les jeunes Tutsi de l'intérieur à envoyer dans les rangs du FPR en Ouganda. Début 1994, avant l'assaut final du FPR déclenché le 06 Avril, Antoine Kambanda obtint on ne sait pas par quelle magie, de se replier à Rome sous prétexte d'aller y poursuivre des études de théologie. Dans la foulée le cardinal devait affirmer sans preuves, que la RDC armerait les FDLR, sous entendu donc que Paul Kagame avait droit et devoir de l'envahir. C'est chose faite et attendons la prochaine sortie du Cardinal de Kinshasa dictée par celui de Kigali.

Questions: Est-il normal qu'un traitre à la Nation en temps de guerre et qui l'avoue, continue à être intouchable sous prétexte qu'il serait un grand Eclésiastique catholique du rang de Cardinal? Si le Gouvernement et le peuple congolais meurtri ne peuvent rien faire contre le citoyen Fridolin Ambongo, ne peuvent-ils pas demander à son Chef hiérarchique le Pape, de le muter de Kinshasa vers Kigali ou à Rome ?

Man Sets Himself on Fire Outside Trump Trial Courthouse

The act of self-immolation lasted about 45 seconds and ended when police put the flames out with a fire extinguisher.

A man set himself on fire across the street from a Manhattan courthouse just minutes after the full jury was selected in former President Donald Trump's criminal trial that alleges falsification of business records.

New York Police Department (NYPD) said at a press conference that the individual has been identified as Max Azzarello and that he walked into a park across the street from the trial, poured some kind of flammable material on himself, and set himself on fire.

Mr. Azzarello was later rushed to the hospital, where he remains in critical condition, police added.

The dramatic incident was captured on video, which shows what appears to be a backpack, a can of gas, and a man kneeling and holding his head with his hands as a raging fire engulfs him.

Several people can be heard screaming in the background, while an unidentified witness calls for someone to bring a fire extinguisher. The blaze continues to rage for about half a minute with the figure then seen falling backwards.

Moments later a group of people, including several police officers, are seen running up to the burning man. The first person to arrive on the scene attempts to put out the fire with what looks to be a suit jacket before retreating, possibly due to the intensity of the flames. Soon after, someone arrives with a fire extinguisher and begins to douse the burning man, putting the flames out.

Other video footage has emerged showing emergency responders rushing the visibly severely injured man to an ambulance on a stretcher.

A photograph shared on social media by Viral News NYC showed what appears to be an investigator on the scene holding a sign purportedly associated with the man who set himself on fire.

It reads: "Trump is with Biden and they're about to fascist coup us." The Epoch Times has been unable to confirm the authenticity of the sign.

Online Manifesto?

The individual may have left an online manifesto. While The Epoch Times has been unable to verify its authenticity, a document was published earlier on Friday on Substack titled, "I have set myself on fire outside the Trump Trial." It features language similar in tone to that on the sign.

"My name is Max Azzarello, and I am an investigative researcher who has set himself on fire outside of the Trump trial in Manhattan," the apparent manifesto reads.

"This extreme act of protest is to draw attention to an urgent and important discovery: We are victims of a totalitarian con, and our own government (along with many of their allies) is about to hit us with an apocalyptic fascist world coup. These claims sound like fantastical conspiracy theory, but they are not," it goes on to say.

There are a number of other posts by the author that are similar in tone, including one that shows screenshots of a flyer that seems to match photos of one taken at the scene of the self-immolation.

The booklet contains references to various conspiracy theories and features statements that match the tone of the apparent manifesto and the sign. "After spinning us in circles and dazzling us with lies for so long, our own government is about to hit us with an apocalyptic fascist coup nearly a century in the making," the flyer reads.

Police confirmed at the press conference that, before he set himself on fire, Mr. Azzarello pulled out some pamphlets that NYPD described as propaganda-based, "almost like a conspiracy theory type pamphlet."

"Some information in regards to ponzi schemes, and the fact that some of our local educational institutions are fronts for the mob," one of the investigators said at the presser.

"So a little bit of a conspiracy theory going on here," he added.

The man's family has been notified, police said, adding that the incident remains under investigation.

Police said that they're reviewing security protocols in the wake of the incident, although they said Mr. Azzarello didn't breach any security protocols as the park where he set himself on fire was open to the public.

While no further details about the incident were immediately available, the act of setting oneself on fire in protest, or self-immolation, is a rare occurrence in the United States, with some three dozen cases since the 1960s.

There were two recent deadly incidents, one in 2016 and another in 2018, which involved military veterans with apparent grievances against the U.S. Department of Veterans Affairs.

In a more recent case, Aaron Bushnell, a 25-year-old member of the U.S. Air Force, self-immolated in protest against Israeli military operations in the Gaza Strip that followed the Oct. 7 terrorist attacks by Hamas.

The location where Mr. Azzarello set himself on fire on April 19 is across the street from the courthouse where President Trump faces a criminal trial, in which he has pleaded not guilty and which he has called a politically-motivated "witch hunt."

The case centers on allegations that the former president falsified business records to hide payments made as part of a bid to kill negative news stories ahead of the 2016 election.

Après la vive polémique autour de son homélie à la veille de la Pâques, l'archevêque métropolitain de Kinshasa, capitale de la RDC, le cardinal Fridolin Ambongo est revenu sur la question sensible de l'insécurité qui prévaut dans l'Est du pays, particulièrement dans le Nord-Kivu.

Au cours d'une interview accordée à l'Agence Fides, Fridolin Ambongo affirme que pour vaincre le M23-RDF, le gouvernement a armé plusieurs groupes dont les « Wazalando », plongeant la ville-capitale du Nord-Kivu, dans l'insécurité.

Le chef de l'église catholique romaine en RDC est persuadé que ce groupe d'autodéfense n'est plus « homogène ».

« Même certains de ses membres sont passés dans les rangs du M23. Il est difficile de contrôler ces groupes armés qui se réfèrent à autant de chefs », a-t-il argué, insistant sur le fait que le leader des « Wazalendo », Éphraïm Bisimwa a été condamné à mort en octobre dernier pour les graves incidents du 30 août 2023 contre la présence des Casques bleus de la Monusco à Goma, qui ont causé la mort de plus de 50 personnes.

Outre les Wazalando (résistants patriotes Ndlr), le Cardinal soutient que les autorités congolaises ont distribué les armées à d'autres groupes armés qui appartiennent aux forces démocratiques de libération du Rwanda (FDLR), groupe fondé au début des années 2000 par les survivants de l'ancien régime hutu rwandais.

« Ce que nous craignons le plus, c'est le risque d'une insécurité généralisée d'abord à Goma et plus généralement dans tout l'Est du pays. En effet, le gouvernement a distribué des armes supplémentaires à divers groupes armés, comme les Wazalendo, mais aussi à certains appartenant aux FDLR en espérant que ces groupes soutiendraient l'armée face à l'avancée du M23. Tous ces groupes sont aujourd'hui bien armés et c'est la population qui en paie le prix, générant toutefois un risque d'insécurité généralisée », déclare l'archevêque de Kinshasa.

Les « Wazalando » font partie des réservistes de l'armée auxquels l'état-major militaire peut recourir pour assurer la défense de la République en cas de nécessité. Le projet de loi instituant la réserve armée de la défense a été adopté le 20 avril 2023.

Conforme aux dispositions de l'article 129 de la Constitution, cette structure des citoyens Congolais dénommée « Réservistes » a pour mission de soutenir et ou d'appuyer l'armée congolaise.

« Face aux agressions récurrentes que le pays connaît et qui ont amené le Chef de l'Etat à proclamer l'état de siège sur une partie du territoire national, la mise en place du service dénommé Réserve armée de la Défense donne l'occasion à cette structure de venir en appui aux FARDC dont la mission principale est la défense de la patrie », déclarait l'initiateur, Gilbert Kabanda, alors ministre de la Défense.

Concrètement, en instituant cette structure, le gouvernement a, sur base de certains critères préalablement établis, opté de recourir à l'expérience et savoir-faire des militaires de carrière retraités et des différents services de sécurité, des démobilisés du service militaire obligatoire, des démobilisés du service militaire contractuel, des volontaires civils ayant suivi une formation et un encadrement militaire ad hoc.
