UK Conservatives planned to spend 10 billion pounds on Rwanda migrant scheme, minister says

LONDON, July 22 (Reuters) - Britain's new Labour interior minister on Monday accused the previous, Conservative government of concealing the fact that it expected to spend 10 billion pounds ($13 billion) on a now-scrapped plan to deport thousands of asylum seekers to Rwanda.

Prime Minister Keir Starmer's new government scrapped the plan after comfortably winning an election this month.

Home Secretary Yvette Cooper told parliament that taxpayers had already spent 700 million pounds on chartering flights that never took off, payments to the Rwandan government and many hours of civil servants' work, among other things.

She said that since her appointment as home secretary two weeks ago, she had reviewed the "policies, programmes and legislation that we have inherited", adding: "It is the most shocking waste of taxpayers' money that I have ever seen."

The previous Conservative government had announced in 2022 that it would put an end to asylum seekers arriving on small boats by sending those who arrived in Britain without permission to Rwanda.

But legal challenges have prevented anyone being sent to east Africa except for four individuals who went under a voluntary scheme.

Parliament's spending watchdog in March estimated it would cost at least 600 million pounds to deport just 300 refugees to Rwanda - a tiny fraction of the more than 15,000 asylum seekers who have arrived on England's southern coast this year alone.

James Cleverly, the former Conservative home secretary, accused Cooper in parliament of using "made-up numbers", but provided no evidence or alternative costings.

Cooper also said tens of thousands of asylum seekers left in limbo and at risk of deportation would now have their claims processed.

She said the government would also reverse a provision in the Illegal Migration Act that has barred anyone arriving illegally since March last year from being granted asylum.

Instead, the government promised to end the costly use of hotels to accommodate asylum seekers, and clear the backlog of claims.

Cooper said the changes would save taxpayers an estimated 7 billion pounds over the next 10 years.

The question of how to stop asylum seekers crossing the Channel from France had been a theme of the election campaign.

While the previous Conservative government said its plan would put people traffickers out of business, critics called it immoral and unworkable.

Last November, the UK Supreme Court declared the policy unlawful, saying Rwanda could not be considered a safe third country, prompting the government to pass another law to enable it to override the court's assessment.

The Conservatives' Rwanda scheme cost taxpayers £700m, Home Secretary Yvette Cooper has said.

The previous government had planned to send some asylum seekers to Rwanda to deter people from crossing the Channel in small boats.

However, the scheme was stalled by legal challenges and Ms Cooper said only four people had been removed to the country voluntarily.

Labour has said it is scrapping the scheme, describing it as an "expensive gimmick".

Shadow home secretary James Cleverly accused his counterpart of using "made up numbers".

Meanwhile, Ms Cooper also confirmed the government would resume processing of all asylum claims, including individuals who arrived in the UK illegally.

Giving a statement in the Commons, Ms Cooper said the figure of £700m included £290m of payments to Rwanda, the cost of chartering flights that never took off, detaining hundreds of people and then releasing them, as well as paying for more than 1,000 civil servants to work on the scheme.

The £700m figure is higher than those previously in the public domain, but includes additional costs such as for detention and civil service salaries.

"A scheme to send four people, it is the most shocking waste of taxpayers' money I have ever seen," she said.

"Looking forward, the costs are set to get worse. Even if the scheme had ever got going it's clear it would only cover a minority of arrivals, yet a substantial portion of future costs were fixed costs."

Ms Cooper added that over six years the government had planned to spend more than £10bn of taxpayers' money on the scheme.

However, Mr Cleverly accused Ms Cooper of "hyperbole" and "made up numbers".

He claimed Labour had scrapped the Rwanda scheme on "ideological grounds", arguing it was needed as a deterrent.

He added: "The level of discourtesy, directed towards the people and government of Rwanda is quite breathtaking.

"To have them read about this decision in the papers before anyone from government had the good grace to formally notify them, I think, is an error, and no one in this House believes for a moment that that level of discourtesy would have happened had this partnership been with the European country."

Mr Cleverly also questioned where people who arrived on small boats from countries like Afghanistan, Iraq or Syria would be sent if they could not be returned home or removed to Rwanda.

Ms Cooper said by scrapping the scheme the government would save £220m on further direct payments to Rwanda over the next few years, as well as up to £750m that has been put aside to cover the scheme this year.

The home secretary said some of the money saved would be invested in a new Border Security Command, bringing together Border Force officials, police and intelligence agencies to tackle people-smuggling gangs.

She added that Home Office staff were being redeployed from the scheme to work on enforcement and returning failed asylum seekers.

The UK government previously said it was looking carefully at what money could be recouped after scrapping the scheme.

However, the Rwandan government has said it is under "no obligation" to refund any money.

Ms Cooper also accused the previous Conservative government of creating an "asylum Hotel California", where people arrived in the asylum system and were put up in taxpayer-funded accommodation but never left.

Under the Illegal Migration Act, which was passed in July last year, Ms Cooper said no decision could be taken on an individual's case if they arrived in the UK after March 2023 and met certain conditions in the legislation.

"Even if they've come here unlawfully for economic reasons and should be returned to their home country, they won't be because the law doesn't work," she said.

"Only a small minority might ever have been sent to Rwanda and everyone else stays indefinitely in taxpayer-funded accommodation and support."

She said the Home Office estimates around 40% of asylum cases since March 2023 are covered by the conditions in the act but the previous government did not introduce an effective way to distinguish between cases which were not covered - so decisions could not be taken on any cases.

Ms Cooper said she had been "shocked to discover that the Home Office has effectively stopped making the majority of asylum decisions".

She added: "The previous government's policy was effectively an amnesty and that is the wrong thing to do."

Ms Cooper said the government would change the law so the Home Office could "immediately start clearing cases from after March 2023", estimating this would save the taxpayer around £7bn over the next 10 years.

However, Mr Cleverly said it was Labour which was giving an effective "amnesty", by sending the message that "if you arrive by small boat, you can claim asylum".

Ms Cooper warned that high levels of small boat crossings were likely to persist over the summer.

So far this year, more than 15,000 people have crossed the Channel in small boats.

The figure is higher than numbers for the same period in the previous four years, although in 2023 as a whole there was a drop compared to 2022

Si Kagame était populaire, il laisserait libre les Rwandais de se présenter aux élections dans le pays. Cette femme française compare l'incomparable : le Rwanda et l'Afrique du Sud. Puis elle compare le Rwanda d'il y a 30 ans avec le Rwanda d'aujourd'hui avec tant d'aides venues de l'extérieur pour Le Rwanda. La France a signé récemment une aide au Rwanda de 400.000 euros pour Kagame pour une période de 5 ans. Cette aide sera utilisée par Kagame pour se battre en RDC. Mais avant 1994, la France n'avait jamais donné une aide au Rwanda de cette taille pour une période de 5 ans. La France donnait uniquement les livres en français pour la bibliothèque du Centre Culturel Français pour que les Rwandais apprennent le Français qui a été supprimé par Kagame.

 

Cette femme française ne comprend pas comment elle met en danger la vie d'Ingabire qui demande ses droits pour contribuer au développement de son pays natal. Juste après les élections, Kagame a dit que Ingabire finira mal. Cette femme française ne comprend pas comment ses interventions n'aident pas les Rwandais pour se réconcilier et vivre en paix sans la dictature sanglante de Kagame. Elle est extrémiste. Ici n'oubliez-pas que les opinions contraires a celle de cette femme française sont rejetées. C'est dans le cadre des mêmes mesures prises pour Charles Onana qui ne peut pas être reçu par aucun média français. Kagame a dit qu'il est très content de cette politique des médias français contre Charles Onana. Et après tout ça, ces occidentaux vont nous apprendre ce qu'est la liberté d'expression !
