The Washington Accords: A Disguised Strategy for Exploiting Congolese Minerals for the Benefit of Rwanda and the United States

For over two decades, the Democratic Republic of Congo (DRC) has been at the heart of an economic and geopolitical war linked to its immense natural resources. The provinces of North and South Kivu, rich in coltan, gold, cobalt, cassiterite, and other strategic minerals, have become the theater of a conflict that extends far beyond national borders.

Behind the official rhetoric of peace and regional integration lie colossal economic interests. The recent Washington Accords between Rwanda and the DRC, as well as the regional economic integration project supervised by the United States, fit into this logic. In reality, they constitute a diplomatically crafted instrument designed to legitimize and institutionalize the exploitation of Congolese minerals by Rwanda, for the benefit of foreign powers, primarily the United States.

La République Démocratique du Congo (RDC), riche en ressources naturelles et en minerais stratégiques indispensables à la transition énergétique mondiale, a récemment entrepris une démarche souveraine et légitime : renforcer sa coopération avec les États-Unis dans le domaine de la sécurité et du développement économique. L'objectif de cette initiative était clair et rationnel : obtenir un partenariat solide avec Washington afin de sécuriser le territoire congolais, restaurer l'autorité de l'État sur l'ensemble du pays, et garantir un cadre stable pour l'exploitation et la valorisation des minerais critiques – tels que le cobalt, le lithium, et le coltan – essentiels à l'industrie technologique mondiale.

Depuis trois décennies, la République Démocratique du Congo (RDC) vit au rythme des crises déclenchées ou instrumentalisées par le régime de Kigali. Derrière les trêves fragiles et les formats de médiation qui se succèdent – de Washington à Doha – une constante s'impose : le Rwanda conserve des leviers de déstabilisation à l'Est du Congo, notamment via le soutien militaire, logistique et politique au M23. La dernière trouvaille diplomatique, présentée comme un moteur d'"intégration économique" sous égide américaine, s'apparente moins à un plan de paix qu'à un pot-de-vin diplomatique destiné à acheter un apaisement provisoire. D'où la question centrale : récompenser l'agresseur suffit-il à arrêter l'agression ou ne fait-on, au contraire, que financer sa persistance sous d'autres formes ?
