Cet ouvrage se propose d'exposer au grand public le plan de la NRA/ RPA de Kaguta de l'Ouganda et Kagame du Rwanda de conquête et d'assujettissement de l'Afrique tropicale. 

Il se concentre principalement sur le cas rwandais, dans le but de réussir à démasquer l'ensemble du plan à partir des fiches des NRA-Files, copies manuscrites et tapuscrites présentées dans cette ouvrage sous forme d'album de 42 sur 253 fiches secrètes du plan anglo-saxon que Noël Ndanyuzwe a publié dans son livre paru aux Éditions Sources du NIL en 2014 dans la collection mémoire collective sous le titre: La guerre mondiale africaine : la conspiration anglo-américaine pour un génocide au Rwanda : enquête dans les archives secrètes de l'Armée nationale ougandaise.
