Du parrainage à l'impunité : comment les États-Unis ont porté Paul Kagame au pouvoir — et continuent de le protéger malgré les violations répétées dans la région des Grands Lacs

 

Introduction

L'ascension de Paul Kagame au pouvoir au Rwanda et son influence durable dans la région des Grands Lacs ne peuvent être comprises sans analyser le rôle central joué par les États-Unis. De l'après-génocide de 1994 jusqu'au conflit actuel dans l'Est de la République démocratique du Congo (RDC), Washington a été un soutien politique, militaire et diplomatique déterminant du régime de Kigali. Ce soutien s'est maintenu malgré l'accumulation de preuves émanant des Nations unies, d'organisations de défense des droits humains et d'experts indépendants démontrant que le Rwanda a, de manière répétée, violé le droit international, porté atteinte à la souveraineté congolaise et enfreint des accords régionaux et internationaux, notamment l'Accord de Washington.

Introduction

Paul Kagame's rise to power in Rwanda and his enduring influence in the Great Lakes region cannot be understood without examining the decisive role played by the United States. From the aftermath of the 1994 genocide to the present-day conflict in eastern Democratic Republic of the Congo (RDC), Washington has been a central political, military, and diplomatic backer of Kagame's government. This support has persisted despite mounting evidence from the United Nations, human rights organisations, and independent experts that Rwanda has repeatedly violated international law, undermined Congolese sovereignty, and breached regional and international agreements — including the Washington Agreement.
