Introduction

La question du maintien d'un leadership rwandais à la tête de l'Organisation internationale de la Francophonie (OIF) ne peut plus être analysée uniquement sous l'angle juridique. Elle doit désormais être examinée à la lumière des réalités géopolitiques régionales, en particulier du conflit persistant dans l'est de la République démocratique du Congo (RDC). Dans ce contexte, l'idée que le Rwanda puisse continuer à incarner la direction politique de la Francophonie devient de plus en plus difficile à soutenir.

La candidature de Louise Mushikiwabo pour un troisième mandat à la tête de l'Organisation internationale de la Francophonie (OIF) soulève une question de cohérence institutionnelle majeure. Il ne s'agit pas d'un débat personnel, ni d'une contestation juridique. Il s'agit d'un débat politique, symbolique et stratégique sur l'avenir même de la Francophonie.
