Peacekeeper and Warmonger: Why Rwanda's Dual Role Destroys the Credibility of the United Nations

This article advances two distinct but related charges against Rwanda's participation in United Nations peacekeeping missions. The first is conflict of interests. The second is the misuse of UN resources for purposes unrelated to the peacekeeping mandate. Together, these charges constitute a case for expulsion that is separate from, and complementary to, the formal sanctions-based accountability argument set out in the companion article, Sanctioned and Still Serving.

Sanctioned and Still Serving: Why Rwanda Must Now Be Expelled from UN Peacekeeping Missions

On 2 March 2026, the United States Treasury's Office of Foreign Assets Control (OFAC) imposed sanctions on the Rwanda Defence Force (RDF) — the military of Rwanda as an institution — and on four of its senior officials: Vincent Nyakarundi, Army Chief of Staff; Ruki Karusisi, Major General and commander of the RDF's 5th Infantry Division; Mubarakh Muganga, Chief of Defence Staff; and Stanislas Gashugi, Special Operations Force Commander.

[Rwanda Forum] The order to search and capture of a Rwandan general for genocide and killing four Spaniards.

The order to search and capture of a Rwandan general for genocide and killing four Spaniards. The National Court magistrate José Luis Calama has ordered the search and capture of Kayumba Nyamwasa, a general and former head of Rwanda's secret services, who is under investigation for terrorism, torture, genocide and crimes against humanity. In the court order, which El Confidencial has seen, the judge places him among the top responsible for mass killings of civilians in Rwanda during the 1990s, and asserts that he ordered the assassination of four Spaniards: the priest Joaquim Vallmajó; the nurse María Flors Sirera Fortuny; the photographer Luis Valtueña Gallego; and the doctor Manuel Madrazo Osuna. Calama links Nyamwasa to various war crimes and notes that "he coordinated the military operation in the Byumba stadium," a town in northern Rwanda. That event took place in April 1994, when 2,500 Hutu refugees were gathered "to be massacred by throwing grenades and then o...
