Introduction

Les Accords de Washington, signés le 4 décembre 2025, ont été présentés au monde comme une percée diplomatique, c’est-à-dire comme un cadre destiné à mettre fin à la guerre prolongée et aux souffrances humanitaires dans l’est de la République démocratique du Congo. Pour de nombreux observateurs, la cérémonie de signature au Département d’État des États-Unis portait une forte charge d’attente : peut-être que, cette fois-ci, un accord négocié au niveau international mettrait fin à la progression militaire de la Force de défense du Rwanda et de son supplétif, le M23, sur le territoire souverain congolais.

Cette attente n’a pas été confirmée par les faits. Quelques mois seulement après la signature, les forces du M23 soutenues par le Rwanda avaient pris Uvira, provoquant une série tardive de sanctions du Trésor américain en mars 2026 — des mesures qui auraient dû être prises avant l’ouverture des négociations, et non après leur échec. Les Accords constituent, sur le plan structurel, un document qui récompense l’agression, légitime l’occupation et consacre un récit mensonger selon lequel les Forces démocratiques de libération du Rwanda seraient la cause profonde du conflit dans l’est de la RDC.

Cette analyse examine, avec une précision quasi médico-légale, les erreurs stratégiques commises à la fois par les États-Unis et par la RDC dans la conception, la négociation et l’exécution des Accords de Washington. Il ne s’agit pas de simples erreurs tactiques secondaires. Il s’agit d’échecs substantiels de jugement politique, de stratégie diplomatique et de compétence en matière de négociation, qui ont aggravé de manière concrète la situation de l’État congolais et de sa population. Introduction

The Washington Accords, signed on 4 December 2025, were presented to the world as a diplomatic breakthrough — a framework for ending the long-running war and humanitarian suffering in eastern Democratic Republic of Congo. For many observers, the signature ceremony at the United States Department of State carried the weight of expectation: perhaps this time, an internationally brokered agreement would halt the Rwanda Defence Force and its M23 proxy from further military advances into Congolese sovereign territory.

That expectation has not been borne out. Within months of the signing, Rwandan-backed M23 forces had captured Uvira, triggering a belated round of United States Treasury sanctions in March 2026 — designations that should have been imposed before negotiations began, not after they failed. The accords are, in structural terms, a document that rewards aggression, legitimises occupation, and enshrines a false narrative about the Forces Démocratiques de Libération du Rwanda as the root cause of the conflict in eastern DRC.

This analysis examines, with forensic precision, the strategic mistakes made by both the United States and the DRC in the design, negotiation, and execution of the Washington Accords. These are not minor tactical errors. They are substantive failures of political judgement, diplomatic strategy, and negotiating competence that have materially worsened the position of the Congolese state and people. Understanding them is essential to any serious effort to correct the current trajectory.
