Nelly Mukazayire et l'instrumentalisation de sa mère génocidaire pour des fins politiques

Il y a, dans la politique rwandaise contemporaine, une pratique qui mérite d'être nommée clairement : l'utilisation de la souffrance personnelle comme levier de communication institutionnelle. Nelly Mukazayire, actuelle ministre des Sports du Rwanda, en est l'exemple le plus visible. Sa mère a été condamnée pour sa participation au génocide des Tutsi de 1994. Ce fait — douloureux, réel, et de la plus grande gravité morale — est devenu, entre les mains du régime de Paul Kagame et avec la participation active de la ministre elle-même, un instrument politique d'une redoutable efficacité.

L'argument est connu : Mukazayire, issue d'une famille marquée par les crimes du génocide, a néanmoins choisi de servir un Rwanda réconcilié. Son élévation au rang de ministre prouverait que le Rwanda de Kagame est capable de dépasser les clivages du passé et d'intégrer tous ses citoyens. C'est un récit séduisant. C'est aussi un récit profondément trompeur.

Car cette mise en scène de la réconciliation repose sur une série de silences soigneusement entretenus. Mukazayire ne mentionne pas les dizaines de milliers de Hutu massacrés par le Front Patriotique Rwandais avant, pendant et après le génocide. Elle ne mentionne pas les prisonniers politiques qui croupissent dans les geôles rwandaises. Elle ne mentionne pas le Rapport Gersony, ni le Rapport Mapping de l'ONU. Ces silences ne sont pas des lacunes fortuites : ce sont les conditions de sa promotion. Elle parle de la culpabilité de sa mère précisément parce que ce récit-là est utile au régime. Elle se tait sur tout le reste précisément parce que ce reste-là est dangereux à nommer.

Introduction

There is, in contemporary Rwandan politics, a practice that deserves to be named plainly: the use of personal suffering as a lever of institutional communication. Nelly Mukazayire, Rwanda's current Minister of Sports, is its most visible example. Her mother was convicted of participation in the 1994 genocide against the Tutsi. That fact — painful, real, and of the gravest moral weight — has been transformed, through the machinery of Paul Kagame's regime and with the active participation of the minister herself, into a political instrument of formidable effectiveness.

The argument is familiar: Mukazayire, from a family marked by genocide crimes, nonetheless chose to serve a reconciled Rwanda. Her elevation to ministerial rank is offered as proof that Kagame's Rwanda can transcend the divisions of the past and integrate all its citizens. It is a seductive narrative. It is also a profoundly misleading one.
