Museveni appoints Kandiho new police chief of joint staff

Ugandan President Yoweri Museveni has appointed former Chief of Military Intelligence, Maj Gen Abel Kandiho, as the new Chief of Joint Staff of Uganda Police Force, barely weeks after he had posted him to South Sudan as Head of Peace Monitoring Mechanism.

The Uganda People's Defence Force (UPDF) tweeted on Tuesday, February 8, that Museveni had appointed Kandiho as Chief of Joint Staff of Uganda Police Force replacing Maj Gen Jack Bakasumba who was appointed as his replacement for the South Sudan post.

The development came four days after Kandiho, on February 4, handed over the Chieftaincy of Military Intelligence (CMI) office to Maj Gen James Birungi.

Kandiho was removed from CMI office last month after a visit to Rwanda by Gen Muhoozi Kainerugaba, the UPDF Land Forces commander.

Museveni on January 25 replaced Kandiho as the director of the Chieftaincy of Military Intelligence (CMI), which has for the past few years been accused of torturing and killing Rwandans before being dumped at borders without due process.

Kandiho's replacement came few days after  Lt Gen Muhoozi Kainerugaba, a Senior Presidential Adviser on Special Operations and Commander of Land Forces of the Uganda People's Defence Forces (UPDF) was in Kigali, in an effort to repair ties between Rwanda and Uganda. 

To observers, Muhoozi took a good step but Kigali waits to see more convincing practical steps taken by Kampala where outstanding issues that must be believably dealt with include the arrest and harassment of Rwandans in Uganda, and activities of terrorist groups operating in Uganda intent on destabilizing Rwanda.

The U.S. Treasury Department last December imposed financial sanctions on Kandiho over alleged human rights abuses committed under his watch. For several years now, many Rwandans have described how they were locked up in the CMI's secret detention facilities or "safe houses" and tortured.

US Facing 'Epic' Nuclear Threat From China and Russia: US General
Satellite images revealed last summer that Beijing was building over 100 new silos for intercontinental ballistic missiles in the northwestern part of the country, and the Pentagon has warned that China could have over 1,000 nuclear weapons by 2030.

"Americans should understand that nuclear threats are not a relic of the Cold War," Geller said in November. "As China expands its arms to become a nuclear peer competitor with the U.S. and Russia, the U.S. will have to figure out how to deter two nuclear peers at once, which we've never had to do in our history."

The United States must contend simultaneously with two peer nuclear powers for the first time ever, as China and Russia continue to grow and modernize their nuclear arsenals, according to Maj. Gen. Ferdinand Stoss, director of plans and policy at United States Strategic Command.

"This is the first time ever that we have a three-party nuclear peer dynamic," Stoss said, according to Air Force Magazine. "And we have no history of this. This is epic."

The comments were delivered during a talk on the modernization of the United States' strategic nuclear deterrent capabilities at an annual summit on nuclear deterrence in Washington, D.C.

The remarks underscored a growing anxiety about the Chinese regime and its continued efforts to become a nuclear peer of the United States and Russia.

China's communist rulership is engaged in a systematic military modernization program, of which a part is alleged to be rapidly expanding the nation's nuclear arsenal.

Stoss, who is responsible for the development of the Pentagon's strategic war plans and contingencies, said that the United States and its allies had not fully dealt with the ramifications of the new balance of power and how it will affect future operations.

Moreover, he said that the combined threat of Russia and China was compounded by the fact that the United States had continuously underinvested in its own nuclear modernization efforts.

Concerning U.S. modernization efforts, Stoss said that the country had "taken the knee" and "accepted these risks."

Stoss' remarks echoed comments previously made by Patty-Jane Geller, a policy analyst for the Heritage Foundation.

"Americans should understand that nuclear threats are not a relic of the Cold War," Geller said in November. "As China expands its arms to become a nuclear peer competitor with the U.S. and Russia, the U.S. will have to figure out how to deter two nuclear peers at once, which we've never had to do in our history."

Of those two threats, Stoss said that Russia was the more imminent, but that the Chinese regime was developing in a way that would allow it to break out of strategic confines in an unprecedented way.

"To be sure, to have this type of a breakout and the capabilities they're bringing online would have taken them years to plan, to develop, and then to actually build," Stoss said.

"Why are they doing this strategic breakout? Well, we don't exactly know … But, you know, perhaps this is just one more brick to put into the wall to cement their capacity to play a much bolder role, certainly in the region and around the world, and they think that they need this nuclear underpinning."

Stoss also said that the rise of a multipolar world with more than two major nuclear powers would effectively end the United States' ability to control the level of violence present in individual conflict zones, thereby increasing the risk of conflict overall.

"Today, both Russia and China have the capability to unilaterally escalate at any level of violence, across any domain, into any geographic location, … and to do so at a time of their choosing," Stoss said.

Margaret Atwood joins writers calling for urgent action over missing Rwandan poet

More than 100 authors from around the world have written to the Rwandan president about the case of Innocent Bahati, who disappeared a year ago today

Margaret Atwood, Ben Okri and JM Coetzee have joined more than 100 writers from around the world in calling on the Rwandan president to intervene in the case of the poet Innocent Bahati, who disappeared one year ago today.

According to human rights organisation PEN International, Bahati was last seen at a hotel in Nyanza district, in the Southern Province of Rwanda, on 7 February 2021. The poet, who is well-known in Rwanda and had published poetry on YouTube and Facebook, as well as regularly performing at live events, failed to return to Kigali, and his phones have been switched off since.

Media reports state that his disappearance was reported to the Rwanda Investigation Bureau on 9 February, with a spokesperson claiming that he was not in the agency's custody, but that an investigation was "ongoing". Bahati is also a teacher at the Green Hills Academy in Kigali.

Now more than 100 writers and artists have written to Rwandan president Paul Kagame to express their "grave concern" about Bahati's life and whereabouts, stating their belief that Bahati's disappearance is "in relation to his poetry and critical expression on issues affecting Rwandan society".

"We are bringing this matter to your attention, with a plea for urgent action because, one year later, Bahati is still missing and his situation unknown. We note with concern that the Rwandan authorities are yet to disclose any progress or outcome of investigations on his case," say the authors, led by PEN International president Burhan Sönmez, and also including major international names from Paul Auster to Gioconda Belli, Jonathan Franzen, Yann Martel, Elif Shafak and Michael Ondaatje.

They point to reports that Bahati disappeared in a similar manner in 2017 after posting a critical comment on Facebook, reappearing in police custody after several days, and subsequently being imprisoned without trial for three months, although he was not charged for any offence. Bahati was only freed after a court order.

And they highlight media reports of a speech in March 2021 attributed to the Rwandan secretary of state in charge of culture, Edouard Bamporiki, in which Bamporiki is reported to have said that "when poetry loses its way, it can mislead the public. It is for this reason that I ask you to forget the difficulties that Rwandan poetry community has known in recent times, but rather to do our part to advise and reprimand those amongst who stray from the right path."

"Coming shortly after the disappearance of Bahati in 2021, these chilling remarks by an official of your administration are hardly coincidental. They suggest a pattern of intolerance to free poetic expression by officials, and they legitimately raise suspicions that Bahati may have been disappeared in relation to his poetry," say the authors. "We believe that someone within the Rwandan administration knows about the whereabouts or fate of Bahati … Poetry is not a crime. The world awaits to hear the voice of Innocent Bahati, again."
