Depuis plus de trente ans, les gouvernements des États-Unis et de la Grande-Bretagne ont joué un rôle central dans l'ascension internationale de Paul Kagame, le faisant passer du statut de chef militaire à celui de « visionnaire » célébré sur la scène mondiale. Cette transformation ne repose ni sur la transparence démocratique, ni sur le respect des droits humains, ni sur une réelle construction de la paix. Elle repose sur une stratégie politique et diplomatique où Kagame a été constamment invité, protégé et légitimé dans les grandes rencontres internationales, tout en mentant à la communauté internationale.

Ce texte n'est pas seulement une critique d'un homme. Il est une mise en accusation d'un système international qui fabrique des mythes politiques, excuse la violence de masse et tolère des guerres permanentes au nom de la « stabilité », de la « sécurité » et du « développement ».

Quand la RDC doit se faire rappeler son droit à la légitime défense

Déséquilibres diplomatiques, médiatiques et narratifs dans le conflit à l'Est

Ce qui frappe profondément dans la situation actuelle à l'Est de la République démocratique du Congo (RDC), ce n'est pas seulement la persistance de la violence armée, mais le fait que ce soit une puissance étrangère — en l'occurrence les États-Unis — qui ait dû rappeler publiquement à Kinshasa qu'elle dispose du droit légitime de se défendre, y compris avec les partenaires de son choix.
Ce rappel, pourtant élémentaire au regard du droit international, révèle un malaise plus large et plus profond : celui d'un État souverain agressé, mais constamment contenu, surveillé, conditionné et parfois dissuadé d'exercer pleinement ses droits fondamentaux.

En vertu de l'article 51 de la Charte des Nations unies, tout État dispose d'un droit inhérent et inaliénable à la légitime défense en cas d'agression armée. Ce principe est clair, universel et non négociable. Or, la RDC fait face depuis plus de deux décennies à des groupes armés non étatiques — notamment le M23 — dont le soutien extérieur par un État voisin est abondamment documenté par des rapports du Groupe d'experts des Nations unies, des ONG internationales et des organisations de défense des droits humains.

Diplomatic, Media, and Narrative Imbalances in the Conflict in Eastern Congo

What is deeply striking in the current situation in eastern Democratic Republic of the Congo (DRC) is not only the persistence of armed violence, but the fact that a foreign power — namely the United States — had to publicly remind Kinshasa that it possesses the legitimate right to defend itself, including with partners of its choosing.
This reminder, although elementary under international law, reveals a broader and deeper malaise: that of a sovereign state under aggression, yet constantly restrained, monitored, conditioned, and at times discouraged from fully exercising its fundamental rights.

At the latest United Nations Security Council meeting on the situation in eastern Democratic Republic of Congo (DRC), a statement from the United States surprised many observers: Washington reminded that the DRC has full right to defend itself, including by receiving military assistance from Burundi or other partner countries.[1]

This statement, though consistent with international law, raises a fundamental and troubling question: why did the DRC seem to hesitate, or even ignore, this elementary right to self-defence?

This situation is neither trivial nor purely diplomatic. It reveals deep flaws in the DRC's political, legal and diplomatic strategy in the face of persistent aggression in the east of the country.
