Dans une analyse auto-critique sur les Opérations de Maintient de la Paix à l'occasion de la 78è Assemblée Générale qui se tient à New York:

Etonnés, nous leur demandons: 
"Vous vous trompez ou bien vous désinformez. L'OMP au Rwanda la MINUAR ( 1993-1994) fut un succès de 2 puissances de l'ONU ( USA et UK ) qui voulaient installer une Minorité Tutsi et raciste ( 10 % de la population) au pouvoir ce qu'ils ont réussi d'abord en nommant un Général canadien pour la commander mais surtout pour amener les combattants Tutsi dans la Capitale Kigali et les y disperser par milliers ensuite en aidant ce groupe terroriste à donner le signal de l'assaut final qui consiste à abattre aux missiles Sol-Air l'avion qui transportait deux Chefs d'Etats Hutu de la région ainsi que leurs suites le 06 avril 1994. La suite fut comme sur les roulettes et les combattants Tutsi venus d'Ouganda ont conquis tous le pays trois mois plus tard en Juillet 1994. Le seul succès historique donc d'une Opération de Maintient de la Paix de l'ONU. Le Général canadien Romeo Dallaire monta en grades et fut décollé par l'ONU et nommé Sénateur à vie dans son pays."
