Pourquoi la paix et la stabilité ont-elles été si difficiles à atteindre dans la région des Grands Lacs au cours des 30 dernières années ?

Depuis plus de trois décennies, la région des Grands Lacs d'Afrique — en particulier le Rwanda, l'Ouganda, le Burundi et l'est de la République démocratique du Congo (RDC) — peine à instaurer une paix véritable, une stabilité durable et une coopération régionale efficace. Les conflits ont éclaté à plusieurs reprises, les frontières ont été militarisées et des millions de civils ont été déplacés ou tués. Bien que les facteurs historiques et l'héritage colonial contribuent largement à cette instabilité, l'échec prolongé des efforts de paix ne peut être compris sans analyser le comportement des dirigeants contemporains, les structures étatiques et la géopolitique régionale. L'autoritarisme, la longévité excessive au pouvoir, le favoritisme ethnique, le clientélisme, le népotisme et la poursuite égoïste d'intérêts personnels et familiaux ont joué un rôle central dans la perpétuation de l'instabilité. Parallèlement, l'exploitation illégale des ressources naturelles, la montée de groupes armés de type proxy et le soutien de puissances internationales à des dirigeants servant leurs intérêts — plutôt que ceux des citoyens — ont aggravé la crise.

Cet essai analyse pourquoi la paix a été si difficile à atteindre, en se concentrant sur les défaillances de gouvernance, la politique de puissance régionale et les facteurs structurels de conflit ancrés de longue date.

Why Peace and Stability Have Been So Difficult to Achieve in the Great Lakes Region Over the Last 30 Years

For more than three decades, the Great Lakes Region of Africa—especially Rwanda, Uganda, Burundi, and the eastern Democratic Republic of Congo (DRC)—has struggled to achieve genuine peace, stability, and regional cooperation. Conflicts have erupted repeatedly, borders have been militarised, and millions of civilians have been displaced or killed. Although historical factors and colonial legacies contribute to much of this instability, the prolonged failures of peace efforts cannot be understood without addressing the behaviour of contemporary leaders, state structures, and regional geopolitics. Authoritarianism, overstaying in power, ethnic favouritism, clientelism, nepotism, and the selfish pursuit of personal and family interests have played a central role in perpetuating instability. At the same time, illegal exploitation of natural resources, the rise of proxy armed groups, and international powers supporting leaders who protect their interests—rather than the interests of citizens—have deepened the crisis.

This essay analyses why peace has been so difficult to achieve, focusing on governance failures, regional power politics, and long-standing structural drivers of conflict.
