Introduction

North and South Kivu are two eastern provinces of the Democratic Republic of the Congo (DRC), nestled along the borders with Rwanda, Uganda, and Burundi. These provinces are known for their stunning natural beauty, diverse populations, and extraordinary mineral wealth. However, they are also among the most conflict-affected areas in Africa, grappling with protracted insecurity, displacement, and humanitarian crises. Historical Background

Before colonialism, the area now known as the Kivu region was home to numerous kingdoms and chiefdoms, such as the Bashi, Bavira, and Havu polities in the south and the Nande and Hunde communities in the north. The region became part of the Congo Free State under King Leopold II of Belgium in the late 19th century, and was later integrated into the Belgian Congo. During colonial rule, the Kivu provinces saw significant migration of Rwandans—especially Hutu and Tutsi—encouraged by the Belgian administration to work on plantations and in mines.

Following independence in 1960, Kivu's history has been marked by intermittent rebellions, ethnic tensions, and governance crises. The First (1996–1997) and Second Congo Wars (1998–2003) devastated the region, with numerous armed groups continuing to operate even after peace accords. These wars laid the foundation for many of the current security challenges.

A cause de la guerre dans l'est du Congo

L'année dernière, pour le trentième anniversaire, une séance s'était tenue à l'hôtel de Ville. Cette année, la police a averti le bourgmestre : Il vaut mieux s'abstenir. Parce que c'est dangereux estiment les forces de l'ordre liégeoises.

"Une analyse de risques a été effectuée" explique la porte-parole Jadranka Lozina. "La police de Liège a rendu un avis défavorable. Le contexte politique international est particulièrement tendu".

Eviter des affrontements à Liège entre Rwandais et Congolais

Le contexte international, c'est le Rwanda qui a rompu ses relations avec la Belgique. C'est la guerre dans l'est du Congo. C'est le Rwanda que les Congolais accusent d'être derrière le mouvement militaire M23.

Des Congolais, il y en a à Liège. Ils ont manifesté vendredi dernier et on a pu les voir promener un panneau avec la tête du président rwandais Kagamé affublée de cornes de diable.

La Mairie de Paris a annoncé mardi 25 mars avoir saisi le préfet de police pour faire interdire, comme le demande la diaspora rwandaise, le concert « Solidarité Congo » à l'Accor Arena le 7 avril, journée internationale de commémoration du génocide des Tutsi au Rwanda.

Lundi, les organisateurs de ce concert programmé à l'Accor Arena, dont la Mairie de Paris est actionnaire principal, ont annoncé maintenir cet « événement essentiel » auquel doivent participer de grands noms du rap comme Gims, Youssoupha et Gazo.

De son côté, la Ville de Paris a saisi le préfet de police de Paris le 10 mars « afin de demander, à l'instar des associations et de l'ambassadeur du Rwanda en France, l'interdiction du concert à cette date [du 7 avril], au motif des troubles à l'ordre public qu'il engendrerait », annonce-t-elle dans un communiqué. Interrogée par l'Agence France-Presse (AFP), la Préfecture de police de Paris a déclaré que le dossier est « à l'étude ».

Des associations rwandaises se préparent à commémorer, le 7 avril, le début du génocide des Tutsi, en 1994. Elles demandent depuis plusieurs semaines le report de ce concert prévu le même jour, qui doit profiter aux enfants victimes du conflit de l'est de la République démocratique du Congo (RDC), au vu de la charge symbolique de la date retenue.

« Propos haineux »

Le conflit dans l'est de la RDC, région frontalière du Rwanda, s'est intensifié ces derniers mois avec l'offensive éclair menée par le groupe armé M23, soutenu par des troupes rwandaises. Selon l'ONU, plus de 100 000 personnes ont fui la zone ces trois derniers mois.

La Mairie de Paris craint des troubles à l'ordre public « compte tenu des tensions existantes entre les communautés rwandaise et congolaise à Paris », explique-t-elle. « Des échanges et propos haineux tenus contre les Rwandais et les Tutsi sur les réseaux sociaux en lien avec l'annonce de ce concert ont confirmé aux yeux de la Ville de Paris la nécessité d'annuler le concert s'il devait se tenir à cette date », ajoute-t-elle.

L'Unicef, l'agence onusienne de protection de l'enfance, à qui devaient être reversées les recettes, s'est désolidarisée de l'événement, jugeant « impossible » de bénéficier d'un concert caritatif organisé le jour de la commémoration du génocide, qui a fait au moins 800 000 morts, majoritairement tutsi.

La possibilité pour la Belgique d'interdire les activités de commémoration du génocide rwandais sur son territoire devrait être envisagée. Plusieurs arguments solides peuvent être avancés en faveur d'une telle interdiction. En effet, ces activités sont souvent utilisées par le gouvernement rwandais actuel pour avancer des accusations controversées envers la Belgique, accusations qui divisent plutôt qu'elles ne réconcilient.
